We wish to
encourage friendly competition between businesses, municipalities,
police and fire departments, church groups, schools, fraternities,
sororities and other organizations.
Individuals
or groups wishing to form special interest teams (including but not limited
to physically and mentally challenged players) are encouraged to contact
management for more information.
It is our sincere hope that all players and
spectators enjoy our facility. Our facility is here for your recreational
needs, if there is anything we can do to improve it, please let us hear from
you. Your comments and suggestions are encouraged and appreciated. Please

Individuals utilizing
this facility do so at their own risk. The property owner(s), league
operators, officers, and staff of ARENA SOCCER CENTERS, INC. ® dba OFF
THE WALL SOCCER® assume no liability for any injuries or accidents which
may occur. Please reference Liability / Injury Waiver and Release Forms
and signage posted within the facility.

Conduct within the
facility should be in the spirit of good sportsmanship as is on the
field.

No Alcohol or Drugs use
prior to playing.
-
Should you find or lose
any items please report this immediately to an ARENA SOCCER CENTERS,
INC. ® dba OFF THE WALL SOCCER® employee. ARENA SOCCER CENTERS, INC. ®
dba OFF THE WALL SOCCER® does not assume responsibility for any items
lost or stolen.

No food, drinks on
playing field.
-
No chewing tobacco or
chewing gum permitted in facility.
-
No sunflower seeds or
similar type products are permitted in the facility.
-
No glass containers on
the field or in the player boxes.
-
No video taping from
the player boxes.
-
Please no pets inside
the facility.
-
Children must be
supervised at all times.
-
Soccer balls shall not
be kicked against building walls (interior or exterior). Damage caused
by these actions shall be the financial responsibility of those caught
or their parents or legal guardians.
-
All play must be
conducted as set forth in the LAWS OF THE GAME as modified by this
facility.
-
We reserve the right to
refuse play and or service to anyone.
CHECK-IN:
Players must check-in with
an OTWS membership card to be eligible to play in the game. Staff member must be given
the player pass and uniform jersey number. Once the game has started
player’s arriving late for their game must report to the check-in desk to
check-in and a staff member will accompany the late player to the field’s
referee box to formally make appropriate entry to the game card. Player will
not be permitted to enter the field of play until this check-in process is
complete.
EQUIPMENT: Indoor flat soled soccer shoes are
required (NO MOLDED OR SCREW-INS). Teams MUST be dressed in matching
uniform jerseys (shirts). Teams are required to have alternate jerseys.
Off the Wall Soccer will not provide alternate scrimmage vests, however, you
may rent them for a fee. Permanent numbers are required on all jerseys. A
minimum 1" wide by 6” high number is required. Shin guards are required.
Stockings must cover shin guards at all times.
GUEST MEMBERSHIP PASS
POLICIES
-
Passes may be purchased
for $60.00.
Pass allows eight plays for non-members. Purchase price is
non-refundable.
-
Only registered team
managers or alternate managers may purchase and hold up to two passes.
No more than two guests may be permitted to play in any one game, only
one guest player per pass. Team manager assumes the responsibility for
any red card and fines associated with a Guest Membership Pass.
-
All guests must
complete and sign a waiver. Guests must be at least 18 years of age and
must provide a driver’s license, passport, or California Identification
Card, no other form of ID will be accepted.
-
Guest Pass is non
transferable and may only be used with the team for which it was
purchased.
-
Non-members are defined as
those who have never been a member of Off the Wall Soccer or have not
renewed their membership in the past (2) years.
-
Members may not use
Guest Membership Pass if members forget their pass.
-
Members that have been
previously terminated from OTWS may not play on a Guest Membership Pass.
-
Referees will only
permit Guest Membership Passes to be used if they have the following:

Adult Membership Form dated for day of play. Referees to keep
Yellow Form and turn in with game card.

Verification from
OTWS staff that pass has been punched.

Red Cards issued to a
Guest Membership Pass will result in the following:

Confiscation of the
pass until fines have been settled.
-
Identification kept
until copied and then returned.
-
Guest will not be
permitted to play again until Disciplinary Committee has made a
decision on sanctions.
-
FIGHTING: Guest
players will be prohibited from further participation at OTWS.
-
Guest pass will be
confiscated until Disciplinary Committee makes a determination as to
the disposition of the Guest Membership Pass.
Passes are subjects to all Rules and Guidelines, and Laws published by Off
The Wall Soccer. OTWS reserves the right to refuse play to anyone. This
Guest Membership Pass program is experimental and may be terminated at any
time and without cause. Should OTWS terminate this program our liability
shall be limited to the cost of the pass minus any pro-rated use. Passes
remain the property of OTWS.
MEMBERSHIP:
Membership to ARENA SOCCER CENTERS, INC. dba OFF THE WALL SOCCER is open to
all members of the community. Membership may be obtained by completing the
appropriate Membership Registration Form and by paying the annual
registration dues. A member dropping out or dropped from a team by team
manager will forfeit his/her membership fees. Membership entitles the player to utilize the facility
as a registered team player in league play, participate in practice
sessions, tournaments, clinics, open pick-up games and other future
activities. Membership benefits include discount in the arena soccer store,
discounts on field bookings, party discounts, access to special programs at
discounted prices. Membership also allows us to monitor player behavior on
the field; adding extra assurance that only players that demonstrate proper
behavior participate in leagues. Membership may be revoked at the discretion
of ARENA SOCCER CENTERS, INC. dba OFF THE WALL SOCCER (OTWS). Members must
provide proof of membership in the form of an issued card. Only cards
issued by OTWS will be accepted.
Pregnancy:
Whenever
a female player provides legitimate proof that she is pregnant her
membership will be suspended until child is born and the expiration date
will be extended for a maximum of 9 months
from
her original expiration date.
OTWS will NOT ALLOW a pregnant woman to play after the first trimester
of the pregnancy (3 months). Once membership has been suspended she will
not be allowed
to
play until after the baby has been born.
LAWS OF THE
GAME:
The laws of the game followed at ARENA SOCCER CENTERS, INC. dba OFF THE WALL
SOCCER are as set forth in the
USSF
OFFICIAL INDOOR SOCCER RULES,
unless otherwise specified (Please refer to ARENA SOCCER CENTERS, INC. dba
OFF THE WALL SOCCER, LAWS OF THE GAME available at the facility).
LEAGUE
REGISTRATION & FEES:
Teams are registered on a first-come, first served basis. A team fee will
be refunded only if a team is not offered a position in a league / division
determined to be appropriate for the team. Registration must be paid in
full before the first game is played. Teams dropping out of a league will
forfeit their registration fees. Discounts for team registration may be
available from time to time in certain leagues, any team incurring a
forfeiture during a previous session shall not be eligible for discounts.
Teams with outstanding fees shall not be allowed to re-register.
Re-registering teams will be assigned to a division based upon availability
and performance in past session(s).
LEVELS OF
COMPETITION:
The top three and bottom three teams in a division at the end of a session
are subject to promotion or relegation to another division.
ARENA
SOCCER CENTERS, INC. dba OFF THE WALL SOCCER reserves the right to make the
necessary changes within league divisions to ensure an equal level of
ability and competition.
LIABILITY /
INJURY WAIVER & RELEASE FORM:
No individual will be allowed to participate in any league games, practice
session, tournament, clinic, open pick-up game, or other activities until a
release form has been properly completed and signed. There are separate
waivers for
adults
and
youth
(under age 18).
PLAYER
BOXES:
Only players and (2) coaches are allowed in the player boxes during
league games. Family, friends, and guest are required to remain in
designated viewing areas.
PLAYER
ROSTERS:
14 players maximum per team for Field 1 & 2. 9 players maximum per team on
Field 3 (3v3).
Player rosters must be turned in prior to the FIRST LEAGUE GAME. Changes
will be permitted prior to the THIRD (3rd) GAME. Failure to comply will
result in: 1) Forfeiture of all games played with illegal player(s)-(not
on the team roster) and/or 2) $30 illegal player sanction.
Hardship Rule: Players may only be added
for a fee of
$25.00 if a player
is injured and removed from the roster for the remainder of the session.
Proof of injury must be provided; acceptable proof shall be a doctor's
note. At the discretion of management, a team may add a player after the third game for a fee of
$25.00
(must be a member of OTWS).
REFEREE
STAFF:
ARENA SOCCER CENTERS, INC. dba OFF THE WALL SOCCER's management would like
to reaffirm that referees appointed to officiate each game have complete
authority, and that his/her decisions on points of fact connected with the
game are final. Officials are independent subcontractors and are not
employees of OTWS. Officiating will be monitored and assessed periodically
and in-house training classes will provide for quality officiating.
Constructive comments regarding officiating are welcomed and encouraged.
Please submit any such comments in writing. Complaints regarding officials
should be submitted in writing and contain points of fact. Official.
Do not discuss officiating or the officials with the facility staff
during or immediately after your game.
SPORTSMANSHIP:
Individuals are expected to play under control and within the rules of the
game, and to the best of their ability will avoid causing injury to
themselves and other persons using the facility.
WARM-UP
AREAS:
When warming up, please stay within the areas designated for warm-ups.
Balls should be kept under control and away from spectators. Warm up areas
shall be on the player box side of the fields.

LAW I: THE FIELDS OF PLAY **
-
Dimensions: Field #1
- Length 162 feet, Width 80 feet; Field #2 - Length 120 feet,
Width 75 feet.
LAW II:
THE BALL
-
Size 5
soccer balls will be used for all adult games as well as Under 14
through Under 18 boys and girls.
-
Size 4
balls will be used for all youth games Under 12.
LAW III:
NUMBER OF PLAYERS
-
Play on Field #1, Seven players, one of whom shall be a goalkeeper.
Play on Field #2, Six players, one of whom shall be a goalkeeper.
Exception: Youth under 8 - may choose to play 6v6 or 7v7. If 6v6 is
selected then the other team must comply to ensure fairness. (See
Variations
below).
-
Minimum
of FOUR players needed to start and continue a game.
-
Unlimited substitutions allowed as listed under
Substitutions
below.
-
Any
player may change places with the goalkeeper, provided that the referee
is informed before the change is made, and provided also that the change
is made during a stoppage of the game.
-
Substitute players are to remain in the player boxes.
Only players and two
coaches are permitted in the box.
A team having a nonparticipating person in the box will be awarded a
two minute penalty.

LAW IV:
PLAYER EQUIPMENT
-
Must have current
membership card.
-
Players must dress in matching uniform jerseys with permanent numbers
for proper identification.
-
Shin
guards are mandatory and must be totally covered by stockings/socks.
-
Only
Flat soled shoes designed for indoor artificial surfaces must be used
(no studded/screw-in shoes). Turf shoes are permitted only on surfaces
such as Field Turf ®.
-
Goalkeepers must wear colors which distinguish them from all other
players and referees. Long pants are permitted only on goalkeepers.
Field players are not permitted to wear long pants.
LAW V:
REFEREES
-
At
least one official will be present during play.
-
When
two, or more than two, officials are present, the two field
officials shall have equal authority and responsibility.
-
They
shall keep a record of the game.
-
Reports on EJECTION must be filed before leaving the facility.
LAW VI:
OTHER GAME OFFICIALS
-
The second or
third official shall be a timekeeper/scoreboard operator.
LAW VII:
DURATION OF GAME
-
A game
shall be played in two equal halves of 24 minutes each (See
Youth Variations).
-
A half time interval shall be 2 minutes. (See
Youth Variations).
-
The
clock shall only be stopped for serious injuries.
Youth
Variations
shall be made as follows for U16 and under: A game shall be played in
two equal halves of 20 minutes each. (1) minute half time.
LAW VIII:
START OF PLAY
-
Kick-off will be given to the home team. Visitors will have kick off at
the start of the second half.
-
A kick
off will start the game and restart the game after a goal has been
scored.
-
Teams
will change direction at half time and alternate kick off.
-
A goal
cannot be scored directly from a kickoff.
-
A goal
cannot be scored directly from a goal kick.
LAW IX: PLAY OF BALL
-
The ball
is out of play when it wholly crosses the perimeter wall, makes contact
with safety netting or:
-
When the
ball makes contact with the building superstructure or lighting. For
violation an indirect free “kick-in” will be awarded to the opposing
team from the touchline at a point closest to where the ball made
contact with the safety netting or the building superstructure or
lighting.
LAW X:
METHOD OF SCORING
-
A goal
is scored when the whole ball has passed over the goal line, between the
goalposts and under the crossbar, provided it has not been thrown,
carried, or intentionally propelled by hand or arm by a player of the
attacking side, except in the case of a goalkeeper who is in his own
penalty area.
-
The
team scoring the greater number of goals during the game shall be the
winner.
LAW XI:
THREE-LINE VIOLATION
-
When
the ball crosses both yellow lines in the air towards an opponent's
goal, without being touched by another player or touching the perimeter
wall. Ball must start from on or behind the yellow (third) line to have
a three-line violation.
-
Penalized by awarding an indirect free kick to the opponents at the
center of the first yellow line.
-
Teams
playing two (2) players short will not be penalized. A goalkeeper may
never propel the ball over the three lines in the air.
LAW XII:
FOULS AND MISCONDUCT
The
following hand signals as adapted from US Indoor Rules will be used to
indicate certain fouls.

his team that is already on the field (in case of ejection - goalkeeper
leaves the premises)

Delay of Game
-
If
a player intentionally delays the game, the referee may award a time
penalty for delay of game
-
If
a player, in the opinion of the referee, feigns an injury, the
referee may award a 2 minute time penalty for delay of game
-
Time Penalties
-
A Time Penalty can be
awarded for:
-
Illegal
substitution.
-
Player
re-entering game without making equipment adjustment.
-
Any of the ten (10) major offenses.
-
Any of the
seven (7) minor offenses.
-
Whenever a
player is issued a sanction card.
-
Delay of game.
-
Unsporting
behavior.
-
Referee's
crease violation.
-
Encroachment.
-
Delay of more
than 5 seconds in taking a free kick.
-
Double minor
offenses.
-
Breach of any
house rules (i.e. chewing gum or chewing tobacco in the
facility, etc.).
-
Leaving
door(s) unlatched while not in use.
-
Striking a
light fixture either deliberately or by a misdirected kick. No
time penalty will be awarded from an incidental deflection.
-
Release of players
from the Penalty Box
-
At
the expiration of their full time penalty; penalty time will carry
over to the next time period of play (i.e. to the second half or
over-time periods).
-
After a goal is scored against their team
-
In
case of 4 minute penalty the last 2 minute must be served i.e. the
1st 2 minute is erased.
-
Only one player can come out per goal
-
When three players from same team are in Penalty Box:
-
four players must still be on field
-
time for third player begins when time for the first player expires
(Field 2)
-
first player cannot leave Penalty Box until stoppage in play

Substitutes for ejected players must serve the full 5 minutes.

Bench Penalty
LAW XIII:
FREE KICKS
-
The following apply to
all restarts:
-
Ball is in play when it moves from foot contact from the initial
player
-
Opposing players shall be (10) feet from the ball
-
Player taking a kick cannot play it again until someone else touches
the ball
-
If
an opponent refuses to move back (10) feet on referee's request, he
may be given a time penalty for unsporting behavior
-
The following apply to
direct and indirect free kicks:
LAW XIV:
PENALTY KICKS (SHOOT OUT)
-
Time
shall be extended at the end of each period to allow the taking of a
penalty kick.
-
The
ball shall be placed at a spot on the third line of the offending team.
Players from either team shall not be permitted to be closer than
midfield, with exception of the keeper and shooter. Upon a signal from
the referee, the player taking a penalty kick (shoot out) may advance on
the offending teams. Once the signal has been given play is now live
and other players may advance on the ball.
LAW XV:
KICK-INS
-
This is an indirect
free kick, a goal shall not be scored directly from a kick-in.
-
Kick-ins must be taken
from behind or on the perimeter (touchline) line at a point nearest
where the ball left the field of play. The ball is considered to be out
of play when it makes contact with the protective netting.
LAW XVI:
GOAL KICKS
-
When
the whole of the ball passes over the end perimeter wall between the
corner red markers, having last been played by one of the attacking
team, it shall be kicked into play from within the goal area, by a
member of the defending team.
-
A goal
shall not be scored direct from such a kick.
LAW XVII:
CORNER KICKS
-
When the whole of the
ball passes over the end perimeter wall between the corner red markers,
having last been played by one of the defending team, a direct corner
kick shall be awarded to the attacking team, the whole ball must be
placed on the corner mark, at the nearest corner spot.
HANDICAP LAW
(ADDENDUM RULES)
WOMEN'S, COED (except Premier) & YOUTH (Including U18 League)
A team
leading by five (5) or more goals will not be permitted to have more than
two attackers in the attacking third of the field. The attacking third of
the field will be defined as the area between the last yellow line and the
goal. Violation of this law will result in an indirect free kick awarded to
the defending team. The kick will be taken from the center of the closest
yellow line. Premier divisions will be exempt of this law.
For Youth
any additional scores will not be posted on the scoreboard, but will be kept
on the official’s records. Therefore, the scoreboard differential will not
exceed five (5) goals.
COED SOCCER (ADDENDUM
RULES)
Coed
Soccer: Referees will strictly enforce the following special rules:
-
Coed
teams are comprised of three (3) women, three (3) men plus a goalie of
either gender. Exception: If women are serving a two (2) minute
penalty or if a team has only two (2) or one (1) women present the team
will play short-handed. Any number of women may play as long as one (1)
man is fielded. A team may never play more than three (3) men not
counting the goalie.
-
In the
event that only one (1) woman is fielded and issued a blue or yellow
card, a man must serve her penalty. If a red card is issued to the
woman, the game shall be terminated and subject to forfeiture.
-
If the
referee feels a shoulder charge (applied by a male to a female) is too
rough, an indirect free kick will be awarded.
-
Any
charges around the boards will result in a direct free kick.
-
MACHO
RULE - If the referee feels that a man attempts through action, to
threaten or intimidate a woman, the Macho Rule will be called and an
indirect free kick will be awarded.
3 v 3 SOCCER,
The laws of Arena League shall generally apply except where noted below.

LAW I:
THE FIELDS OF PLAY **

-
Dimensions: Field #3 - Length 65 feet, Width 30 feet
-
Markings: The penalty area will be marked in front of each goal with a
radius of (5) feet from the center line of the goal. Corner kick spot
shall be marked.
-
A kick
off mark and center mark shall be made at the center of the field. A
penalty mark will be the field center mark.
LAW
III: NUMBER OF PLAYERS
-
Each
match shall be played by two teams, each consisting of three or four
players*. No players will be permitted to be a goal keeper or to handle
the ball. * Youth leagues may have four players. A minimum of two
players on a side must play. If less than two players are on a team,
the game shall be terminated.

XI: THREE-LINE VIOLATION
LAW XII:
FOULS AND MISCONDUCT
-
All
offenses shall result in a direct free kick at place of infraction and
be awarded to the opposing team.
-
A foul
shall be awarded to the defensive team should any offensive player enter
the radius arc to play the ball. A direct free kick shall be awarded to
the defending team at the radius arc. A defensive player shall be
allowed to enter the radius arc for purposes of clearing a “dead ball”.
A defensive player will not be allowed to “camp out” inside his own
radius arc for purposes of blocking a ball from entering the goal.
-
No
play is permitted within the arc in front of each goal. Only defending
teams may enter the arc area to retrieve the ball.
-
Defending players
standing or playing within arc shall constitute a foul and an direct
kick shall be awarded to the attacking team at the center spot on
the field. If a defending player is standing within the arc and a
goal is scored by an attacking player the goal shall be allowed with
no further sanction against the defending team.
-
An attacking
player guilty of the same infringement shall be guilty of a foul and
the defending team shall awarded a direct free kick from the top of
the defending arc.

XVII: CORNER KICKS
BONDS:
A bond will be required from any team involved in an altercation. Should a
bond be placed against a team, the bond must be paid prior to the teams next
game, or the team's participation will be terminated. The terms of the bond
will be given in writing to the team, should the team fail to adhere to the
terms, the bond will be forfeited to the arena and the teams participation
will be terminated.
FIGHTING:
“ZERO TOLERANCE POLICY”
Anyone fighting will be ejected and their membership will be terminated.
Anyone threatening or stalking another member, staff, official or spectator
will also be ejected, terminated and reported to the local authorities.
FIRST AID:
The facility has a limited first-aid kit. It shall be the responsibility of
each team to maintain their own first-aid kit for treatment of their
players. Should a team require first-aid supplies from the facility, the
team may be invoiced for the supplies.
FORFEITURES:
A team forfeiting a game(s) during the same session will be subject to the
following fines:
1st
Forfeit - $30.00
fine
2nd
Forfeit - $50.00 fine
3rd
Forfeit - Termination of team participation from the session and
loss of re-registration priority.
Fines for
forfeitures must be paid prior to a team continuing the session schedule.
A forfeiture will be incurred if a team has failed to field the minimum
number of players within ten (10) minutes into the game (The
Ten
Minute Rule), i.e. or with 14 minutes remaining in the first half. A
team failing to have all their passes may not participate until all players
have been verified and a $50.00
charge has been paid. Again the "Ten
Minute Rule" shall be enforced. Teams incurring forfeitures during a
session shall not be eligible for registration discount in the following
session.
GAME
DAYS &
HOLIDAYS:
Primary game days are assigned to divisions. Divisions may be assigned to
play on alternate game days depending upon; the length of the session, the
number of teams participating, and recognized holidays over the course of a
session. The following holidays will be recognized: New Years day, Easter,
July 4th, Thanksgiving Thursday and Friday, Christmas Eve,
Christmas and the week between Christmas and New Years Eve. Divisions may
be assigned to play on any other day(s).
GAME SCHEDULE
& MAKE-UP GAMES:
If a team is unable to play a scheduled game and wishes to explore the
possibility to have the game rescheduled, the following steps must be taken:
-
Log-on to
www.offthewallsoccer.com the Santa Clara site.
-
Check the
schedule of the opposing team, so that your team captain can speak with
theirs to learn if their team is amiable to playing a make-up
(re-scheduled game), as opposed to accepting a 3-0 forfeit win. If
their answer is yes, proceed to the next steps.
-
Contact
the Duty Manager or League coordinator at minimum 7 days
prior to game and pay the
$30.00 reschedule fee and submit in writing
(email ok): present date, date of game that your team wants rescheduled,

The League Coordinator
will submit dates/times to each team to agree upon.

If no dates/times can be agreed upon
by both teams then the game will stay as originally scheduled and/or
forfeits will be assessed accordingly.
NOTE:
If the opponent team cannot accommodate or accept a game time, the game will
be recorded as a forfeit win of 3-0 for the opponent. (See
FORFEITURES).
THERE WILL BE
NO RESCHEDULES OF AN ALREADY RESCHEDULED GAME.
ILLEGAL PLAYER:
An
illegal player shall be considered a player attempting to or playing under
another member’s card or attempting to play with an expired card and / or
playing without being listed on the team roster. The team manager shall be
held responsible for this violation. Sanctions against the team may be
imposed. Sanctions may include a minimum fine and forfeiture of matches in
which illegal player participated, and team may be dismissed from further
league participation, in addition team manager may also be prohibited from
registering future teams.
INDIVIDUAL PLAYER &
DIVISIONAL PARTICIPATION:
Players may only be on one roster in a given division and league. Players
may participate in more than one division and league. A lower division team
may not field more than four (4) players from an upper division(s). Players
must be able to provide proof of identification on request. Membership card
is an acceptable form of identification. Failure to provide this
identification will exclude the player from participation. Arena Soccer
Centers, Inc. dba Off Wall Soccer reserves the right to determine if a
player is considered too advanced for a given division and remove the
individual from the team roster. This is done in the spirit of
maintaining parity in a given division.
LEAGUE
STANDINGS POINT SYSTEM:
win = 3 points
tie = 1 point
loss = 0 points
League
games that end in a tie score after regulation play shall remain a tie game.
LEAGUE
DIVISIONS TIES:
Any league divisions ending in a tie at the end of the league season shall
be governed by the following tie breaking system order:
(1st) Comparison of league record (head-to-head).
(2nd) Comparison of goal differential.
(3rd)
Comparison of most "goals for" during the season.
(4th)
Comparison of least "goals against" during the season.
(5th)
Play-off game between the two teams to decide an ultimate winner.
